Vasilii Kolcei, also known as the Zim Sokali, was the Ban of Illyria who led his nation from the city of Epidauro during the later years of Doge Cesare Stregazza's reign. During Kolcei's childhood, the Serenissimans invaded and took control of the Illyrian coast, making it a vassal nation to La Serenissima. Kolcei's father wrote to the King of Terre d'Ange for aid, but his pleas were ignored. Many years later, Kazan Atrabiades and Phèdre nó Delaunay de Montrève came to Epidauro to beg the Ban's assistance in stopping the plot by Melisande Shahrizai de la Courcel and her allies to murder the d'Angeline Queen Ysandre de la Courcel. Both remembering the lack of d'Angeline aid in Illyria's time of need, and fearful of inviting Serenissiman wrath upon his people, should they be discovered the Ban was hesitant. At the suggestion of his wife, Zabèla Kolcei, he agreed to aid Phèdre by secretly hiding her in the tribute ship Illyria was to send to La Serenissima for Marco Stregazza's coronation as Doge. He sent her, Kazan Atrabiades and Atrabiades' men to La Serenissima aboard a ship captained by his middle son, Pjètri Kolcei.
